Lisa Morzel: Democracy vs Xcel

August 4, 2020

Dear Council members,
I will keep this short as I know you have been swamped with emails and phone calls.
As a 20-year member of the Boulder City Council (1995-2003, 2007-2019) and as one who always embraced public input and process, I must say I am a bit shocked, dismayed, disappointed, and aghast at the speed and lack of openness and transparency to which the public has been informed regarding a potential franchise agreement with Xcel.  The final documents to which the city is supposedly agreeing to have not even been finalized and maybe a draft will be available by Friday. No certainty there.
Please delay any decision or vote until Fall of 2021 so the public can be better informed.
I fully recognize the difficult choices Council has to make having personally made those choices and voted upon them for over 20 years. I know what the hot seat is like.
You were elected to represent the Boulder residents and in doing so, you must have a more transparent process. There is no rush here.
Please delay this pubic decision until November 2021. Represent the people of Boulder.
Thank you for your thoughtful consideration.
Lisa Morzel, former Boulder City Councilmember
